Recommended mods for these 3 games:

gtaiv
  1. Extract to GTA directory where GTAIV.EXE is located (except " with new vladivostok" and " without new vladivostok" folders)
  2. Run install.bat and wait until window disappears
  3. Copy "pc" folder from " with new vladivostok" (if you want old and new songs combined) or from " without new vladivostok" (if you only want pre-cut songs) to GTA folder
  4. Launch via Steam

Due to nature of Rockstar Games Launcher, it's currently impossible to use this mod on that game version, as RGL will redownload any modified file. You could try fiddling around with offline mode, but as of now I haven't found any reliable way to force the launcher NOT to redownload any files.
Since merging DLCs (TLAD and TBoGT) with main game, all songs are now combined. This was the case even before The Complete Edition, if you have bought these DLCs via GFWL marketplace. There is no way to disable TBoGT Vladivostok songs on IV and vice versa without any additional modifications!
